Congress is an event in which "legislative
delegations" from various high schools draw
up legislation; present, debate and amend their
bills in committee; and, ultimately, make their
case before the entire assembly of delegates. In
their presentation, the student-delegates must
abide by the parliamentary rules of debate. The
bills are voted up or down depending on their perceived
merit just as they would in a "real" legislative
assembly.
The Rambam delegation drew up and successfully
passed bills on issues including: Raising the Miniumum
Wage, Gasoline Alternatives, Increasing Aid for
Families of Soldiers Killed in Action, and Ending
Aid to Countries Which Practice Child Labor.
